About Strategies for Northern Development (SND)
Strategies for Northern Development (SND) is a local non-governmental organization working with pastoralist communities in Northern Kenya and Southern Ethiopia. Since its registration in Ethiopia in 2019, SND has implemented both development and humanitarian programmes across the Borana Zone and other pastoralist regions, focusing on resilience building, education, livelihoods, climate adaptation, protection, WASH, and emergency response.
Through funding from Terre des Hommes (TdH) Netherlands under the Ethiopia Joint Response (EJR) Project, SND is supporting improvements to learning environments for vulnerable children and communities in Dubluk Woreda, Borana Zone.
Tender Opportunity: Installation of Shelves & Rehabilitation Works at Higo Primary School
Strategies for Northern Development (SND) invites qualified and eligible contractors, furniture fabricators, carpentry firms, and construction service providers to submit sealed bids for the Installation of Shelves and Rehabilitation Works at Higo Primary School, Dubluk Woreda, Borana Zone, Oromia Region, Ethiopia.
The assignment includes furnishing and rehabilitation works aimed at improving the school’s library and learning facilities.
Scope of Works
The successful bidder will be required to undertake, among others:
- Installation of library shelves using high-quality MDF boards
- Supply and installation of library tables
- Supply and installation of student library chairs
- Supply and installation of a librarian desk
- Installation of plywood works
- Supply and installation of rainwater gutters
- Pavement rehabilitation and plastering works
- Internal and external painting works
- Removal and replacement of ceiling boards
- Repair and repainting of existing doors
- Transportation and delivery of all materials to site

Eligibility Requirements
Interested bidders must submit copies of the following documents:
- Valid Trade License in a relevant field
- Business Registration Certificate
- Tax Identification Number (TIN) Certificate
- VAT Registration Certificate
- Evidence of at least two similar assignments completed within the last five years
- Company Profile
- Bank Statements for the last six months or proof of financial capacity
- Signed and stamped BOQ
- Two professional references from previous clients
- Bid Bond (CPO) equivalent to 1% of the bid value submitted in the original envelope
- Conflict of Interest Declaration and compliance with Ethiopian laws and regulations
Site Visit
Interested bidders are encouraged to conduct a site visit to Higo Primary School, Dubluk Woreda, before submitting their bids in order to familiarize themselves with site conditions and project requirements.

Evaluation Process
Bids will be evaluated through a two-stage process:
Stage 1: Technical & Mandatory Evaluation (70%)
Assessment will include:
- Statutory and registration documents
- Relevant experience and past performance
- Financial capacity
- Site visit certification
- Completeness of BOQ
- Proposed implementation schedule and work plan
Only bidders attaining the minimum technical score will proceed to the financial evaluation stage.
Stage 2: Financial Evaluation (30%)
Financial evaluation will be conducted only for technically compliant bidders, with award made to the bidder offering the most advantageous combination of technical capability and financial value.
Protection, Safeguarding and Ethical Conduct
SND maintains a zero-tolerance policy towards fraud, corruption, collusion, coercion, bribery, and all forms of unethical conduct. Any bidder found engaging in such practices will be immediately disqualified from the procurement process.
