Strategies for Northern Development (SND) invites proposals from qualified and experienced creative and digital agencies to develop, digitize, pre-test and produce tablet-based educational content and an accompanying Interactive Voice Response (IVR/USSD) service to strengthen nutrition behaviours, Social and Behaviour Change (SBC), and digital financial literacy among communities in Samburu County, Kenya.
π‘ THE OPPORTUNITY
In 2026, SND, with funding from the World Food Programme (WFP), in partnership with the Ministry of Health and the County Government of Samburu, is implementing an intervention examining how cash-based assistance, digitally enhanced financial literacy and SBC approaches can contribute to improved maternal and child nutrition outcomes. The intervention forms part of a Randomized Controlled Trial (RCT).
The digital intervention is expected to engage approximately 1,200 pregnant and breastfeeding women and girls, together with their husbands and mothers-in-law, across Samburu Central, Samburu East and Samburu North.
This is an opportunity for a creative and technology-focused agency to translate technical content into engaging, practical and culturally relevant digital learning experiences for communities.
π― WHAT WILL THE SELECTED AGENCY DO?
The successful agency will be responsible for:
π± Digital Learning Content
- Designing and producing tablet-ready digital learning sessions on financial literacy, nutrition and Social and Behaviour Change.
- Developing interactive content incorporating storytelling, audio, video, illustrations, demonstrations, practical exercises, quizzes and discussions.
- Creating content that is accessible to audiences with low literacy levels.
- Optimising materials for offline tablet use and Android devices.
ποΈ Interactive Voice Response (IVR/USSD)
- Developing IVR scripts and audio content for:
- Pregnant and breastfeeding women and girls
- Husbands
- Mothers-in-law
- Producing behaviour-focused messages of approximately 30β60 seconds.
- Developing content primarily in Samburu, with English scripts as required.
π§ͺ Pre-testing & Refinement
- Pre-testing digital sessions in a non-RCT location.
- Documenting user feedback.
- Revising materials based on findings and field experience.
π₯ Training & Technical Support
- Training selected community facilitators to effectively deliver the digital sessions.
- Providing technical backstopping and advisory support.
- Conducting at least two field visits during the initial implementation period.

The assignment includes:
24 group digital learning sessions
- 12 sessions for pregnant and breastfeeding women and girls
- 6 sessions for husbands

24 IVR message scripts

Agencies should demonstrate appropriate technical capacity in nutrition/SBC and financial inclusion, either internally or through proposed specialist personnel.
π DESIGN FOR REAL COMMUNITIES
The digital materials must be designed with the Samburu context and target audience at the centre.
Audio and video materials should be produced in Samburu, while written instructions should also be available in Samburu. The content should prioritise illustrations, visuals and audio-visual approaches to accommodate low literacy levels, with simple and locally contextualised storytelling using local actors or settings where appropriate.
π KEY TIMELINE
Design & Production: August β October 2026
Implementation Support: 3β4 months following the commencement of implementation.
The wider programme is expected to run from approximately October/November 2026 to October/November 2027 in Samburu County.
π HOW TO APPLY
Interested organisations should submit:
- A short technical proposal, including the overall approach and creative concept.
- A detailed budget and cost breakdown covering content development, pre-testing, training, backstopping and IVR scripts.
- A workplan and proposed payment schedule.
- Evidence of relevant technical capacity and experience, particularly in nutrition/SBC and financial inclusion.
