Background

The Moyale-Moyale Cross-Border Peace Committee plays a crucial role in promoting peace, conflict resolution, and community resilience along the Kenya-Ethiopia border. To strengthen its operations, we seek a local expert/facilitator to lead the development of key governance documents, including a Terms of Reference (ToR), Constitution, and Governance Structure for the committee.

Scope of Work

The selected expert will:

  1. Facilitate stakeholder consultations with committee members and relevant cross-border actors.
  2. Guide the development of a Constitution that aligns with community needs and existing governance frameworks.
  3. Develop a Terms of Reference (ToR) outlining the committee’s roles, responsibilities, and operational structure.
  4. Establish a Governance Structure to enhance the committee’s functionality, legitimacy, and decision-making processes.
  5. Ensure alignment with regional and national policies, including IGAD frameworks on cross-border peacebuilding.

Qualifications & Experience

The ideal candidate should have:

  1. Proven experience in cross-border peacebuilding programming in the Horn of Africa.
  2. Expertise in governance, institutional development, and stakeholder engagement.
  3. Familiarity with IGAD frameworks, peace committees, and community-driven governance models.
  4. Strong facilitation skills and experience in policy development, constitution drafting, and institutional strengthening.
  5. Knowledge of the Moyale-Moyale context and the dynamics of cross-border peace processes.
