Consultancy: Documentation of Impact of the Cross-Border Peace Committee in the Sololo–Miyo Corridor

Background
Strategies for Northern Development (SND) is a local non-governmental organization working with nomadic pastoralist communities in Northern Kenya and Southern Ethiopia. Registered in Kenya since 2007 and in Ethiopia since 2019, SND has made significant contributions to food security, resilience, and peacebuilding across the borderlands.
The Ethiopia–Kenya border (Moyale Cluster II) hosts Borana, Gabra, Garri, Burji, and other communities with deep social and economic ties. While both formal (government-led) and informal (community-led) peace structures exist, they vary in effectiveness due to capacity gaps and governance challenges.
To strengthen cross-border peace mechanisms, IGAD-CEWARN, in partnership with SND, and with technical support from the GIZ to the African Union Border Programme, facilitated the harmonization of a 35-member joint Cross-Border Peace Committee (17 members from Kenya and 18 from Ethiopia). This committee, also known as the IGAD CPMR Committee, has been trained in Conflict Prevention, Management, and Resolution (CPMR) to respond to emerging conflicts in the Sololo–Miyo corridor.
SND now seeks the services of a qualified consultant/firm to document the activities, successes, challenges, and best practices of this committee, and to generate a donor-ready report with compelling case studies, recommendations, and multi-media evidence.
Objectives of the Assignment
The consultancy aims to produce high-quality documentation that illustrates the role and impact of the Cross-Border Peace Committee in line with the BFSP II project objectives:
- Capture case studies and success stories – showcasing “before and after” perspectives of interventions.
- Assess contributions to peacebuilding and resilience – including cross-border cooperation and conflict mitigation.
- Highlight challenges and lessons learned – with actionable recommendations for future programming.
- Deliver a polished donor-ready report – enriched with photos, quotes, and community perspectives.
Scope of Work
1. Project Understanding and Initial Assessment
- Review history, context, and current dynamics of conflicts in the corridor.
- Map and engage stakeholders including committee members, local authorities, and community representatives.
2. Documentation of Activities
- Review existing records (reports, meeting minutes, strategic documents).
- Document key activities such as meetings, workshops, and conflict resolution efforts.
- Capture stakeholder participation and decision-making processes.
3. Impact Assessment
- Measure peace outcomes (reduction in violence, improved relationships, stability in trade/mobility).
- Assess social and economic impacts (livelihoods, governance structures, cohesion).
- Conduct interviews, surveys, and field visits to capture community voices.
4. Analysis and Reporting
- Synthesize findings into themes: successes, challenges, and gaps.
- Develop recommendations for strengthening cross-border peace programming.
- Propose a simple monitoring framework.
- Produce a comprehensive final report including achievements, case studies, lessons, and visuals.
Deliverables
The consultant/firm will provide:
- Inception Report (methodology, tools, work plan)
- Field Documentation (interviews, photos, recordings, meeting notes)
- Draft Report (findings, case studies, recommendations)
- Final Donor-Ready Report (30–40 pages, with visuals and executive summary)
- Supporting Media Package (photos, video clips, testimonies)
Qualifications & Experience
The ideal consultant/firm should demonstrate:
- Proven experience documenting development or peacebuilding projects.
- Strong skills in storytelling, photography, videography, and report writing.
- Experience working with cross-border/remote communities.
- Familiarity with NGO/donor-funded program requirements.
- Commitment to safeguarding, ethics, and participatory approaches.
